Countries sign Bletchley Declaration at first global AI Safety Summit

The UK hosted the first global AI Safety Summit at Bletchley Park, where 28 countries and the EU signed a declaration on frontier AI risks.

The UK government hosted the first global AI Safety Summit at Bletchley Park. On the opening day, 28 countries and the European Union signed the Bletchley Declaration, agreeing that frontier AI poses risks that need international cooperation.

What happened

  • Signatories included the US, China, and the EU, alongside the UK, India, and others.
  • The declaration recognised potential for serious harm from the most advanced AI models, deliberate or unintentional.
  • The UK announced its AI Safety Institute, and leading AI companies agreed to allow governments to test models.
  • Further summits were agreed, to be hosted by South Korea and France.

Why it mattered

The summit was the first time major powers, including the US and China, jointly acknowledged the risks of frontier AI, and it set up an ongoing international process on AI safety. The UK’s AI Safety Institute was later renamed the AI Security Institute.

Lessons for organisations

Organisations should track the direction of AI governance, understand the AI systems they use, and put proportionate risk controls in place, for example using ISO/IEC 42001. Board-level oversight of AI use helps keep adoption aligned with risk appetite.
