The Procurement Act 2023 comes into force today, replacing the previous UK public procurement regulations.
Points of note for suppliers
- New exclusion and debarment grounds, including national security risks and poor performance.
- Greater transparency, with a central digital platform for notices.
- A new Procurement Policy Note, PPN 014, continues to require Cyber Essentials (or Cyber Essentials Plus) for central government contracts with certain characteristics, such as handling personal data or supplying ICT services.
Suppliers to the public sector should make sure their Cyber Essentials certification is current, and be ready to evidence their wider security and resilience arrangements.
