The Joint Committee on Human Rights has published its report Human Rights and the Regulation of AI, calling on the Government to move beyond its principles-based approach.
Key recommendations
- A dedicated AI Bill and a new AI regulator.
- Legal duties on AI developers, not only on organisations that deploy AI.
- A requirement to tell people when AI is used in significant decisions about them.
- A public timetable for ratifying the Council of Europe Framework Convention on AI.
The report is not law, and the Government normally responds to committee reports within two months. It is, however, a clear signal of the direction of travel. Organisations using AI in decisions about people can prepare now by maintaining an AI inventory, carrying out impact assessments, and building governance aligned with ISO/IEC 42001.
